The complex was developed to not only be the base for the Ministry of Energy, but also for the Petroleum Authority of Thailand (or PTT). The parameters for the architectural design and the engineering were that it be distinctive, and a model of energy conservation for other large buildings to emulate.

In consultation with engineers and energy conservation experts, several design options were considered, including one in the shape of a drop of oil. Ultimately, two concepts were submitted.

Strict energy conservation parameters necessitated careful consideration of the exterior wall covering and the use of multi-layered windows. Another important aspect that was to make the building interesting from bottom to top by using various layers, or glass panes.


In terms of facilities management, the complex was designed to accommodate the use of building automation to ensure operation costs are kept low in the long-run.


All this also serves to provide a comfortable working environment for Ministry personnel and PTT staff. A mid-zone connects the PTT office tower to the Ministry building, which provides access to shared facilities, such as the auditorium, library and the recreational area.
